After Day Zero: The Quiet Water Revolution Reshaping Cape Town
Cape Town’s post-crisis water strategy is moving beyond dams, with groundwater, reuse and desalination forming a slow-built, multi-pronged response to the city’s near-run-out in 2018.
In early 2018, Cape Town came within weeks of becoming the first major city in the world to run dry. Dam levels had fallen so low that officials began planning “Day Zero” — the date municipal taps would be shut off and residents would be forced to queue at roughly 200 collection points across the city for a daily ration of water. The crisis was narrowly averted through drastic water restrictions and a wetter winter, but it left the city’s water managers with an uncomfortable conclusion: rainfall alone could no longer be trusted.
Eight years on, that conclusion has reshaped how Cape Town sources its water — and offers early lessons for other drought-prone cities across the region, including several in South Africa’s interior that face their own supply pressures.

A three-part strategy
The centrepiece of the response is the City of Cape Town’s New Water Programme, part of its broader Water Strategy adopted in the aftermath of the 2015–2018 drought. Rather than relying almost entirely on rain-fed dams, the programme pursues three parallel sources: groundwater abstraction, water reuse, and desalination.

On groundwater, the City has been developing managed aquifer recharge at the Cape Flats Aquifer, the Table Mountain Group Aquifer and the Atlantis Aquifer — pumping treated water back underground both to build a reserve and to guard against seawater intrusion into the coastal aquifer system. On reuse, the Faure New Water Scheme is designed to purify treated wastewater to drinking-water standard, with an initial capacity of 70 million litres a day and room to expand to 100 million litres. A permanent desalination plant is also in the planning and feasibility stage, adding a third leg to the strategy.

Taken together, city officials have set a target of adding roughly 300 million litres a day of new water supply through this combination of sources, with an ambition that a quarter of Cape Town’s water will come from groundwater, reuse and desalination by 2040.
Progress and pressure points
The programme has not moved as quickly as first hoped. Several of the City’s augmentation projects have run behind their original schedules, and the more complex advanced-treatment schemes — reuse and desalination in particular — are costly and technically demanding to operate, requiring extensive water-quality testing before they can be scaled up with confidence.
The City has also continued to invest heavily in more basic infrastructure alongside the new water-supply mix. Pipe replacement, leak detection and pressure management now sit alongside new-source planning. Officials argue that reducing non-revenue water is as essential to resilience as building new plants, even if the work is less visible to the public.
The political timeline is another constraint. Large-scale infrastructure projects outlast election cycles, and public buy-in can fade as memories of Day Zero recede. To counter that, the City has expanded communication campaigns that remind residents how quickly dam levels can fall and why maintaining restrictions remains a long-term discipline.
Engineers in the water department describe the last decade as a permanent shift from reactive drought management to portfolio management — balancing multiple sources, demand controls and long-lead infrastructure. It is a shift that aligns Cape Town with water-stressed global peers, from Perth to Los Angeles, while still reflecting the constraints of a developing city.
The ultimate measure will be whether the city can deliver these projects on schedule and at an equitable cost. If it succeeds, the legacy of Day Zero may not be the queues that never happened, but a quieter transformation of how African cities plan for water in an era of climate volatility.
